CARE International commissioned SUPA71 to conduct a study on the value of gender equality and social inclusion in Anticipatory Action (AA) in disaster management in Southeast Asia. ASEAN Framework on Anticipatory Action (AA) is presented as the first intergovernmental consensus on parameters and standards for AA and an innovative approach to strengthening emergency assistance. Anticipatory Action starts with a reliable forecast and early warnings that trigger the timely delivery of resources to the community that is predicted to be affected by disasters.
This study was conducted between December 2022 and March 2023, when the Framework on AA was introduced. The Anticipatory Action in Disaster Management program has not been fully implemented by any ASEAN Member States (AMS). However, there are a few pilot projects for Preventive Action in Disaster Management in Indonesia, the Philippines, and Vietnam. In this regard, our team gathered information from international and civil society organizations in Vietnam.
